About Alpha Pacific Systems

Civil construction at the core of our expertise

Alpha Pacific Systems Pvt Ltd is an engineering, procurement and construction company with civil construction as its core capability. Our work encompasses dams, barrages, tunnels, powerhouses, buildings and roads, including rehabilitation and protection works in challenging terrain. Hydro-mechanical engineering supports our infrastructure portfolio, while our automation division delivers SCADA, control, instrumentation and monitoring systems through standalone contracts and broader projects.

Our civil and hydro-mechanical portfolio includes hydropower and irrigation projects in Sikkim, Himachal Pradesh and Uttarakhand. Separate automation assignments extend to Odisha, Karnataka and Rajasthan. We are also expanding our capabilities in pumped storage hydropower.

The company was incorporated in 2016 and manages its projects from its head office in Kirti Nagar, New Delhi.

Our vision is to become an Indian engineering enterprise of global standing, shaping the infrastructure and energy systems that will serve generations. We aspire to strengthen the nation’s foundations, advance its clean energy ambitions and bring Indian engineering excellence to the world.

The mission

To deliver civil infrastructure that stands the test of time, with construction and rehabilitation of dams, barrages, tunnels, powerhouses and buildings at the core of our work.

Through rigorous planning, disciplined site execution and accountable project management, we aim to complete every contract safely, to the required quality and within agreed timelines.

Alongside our construction activities, our automation division undertakes independent SCADA, control and monitoring assignments. We are also developing our capabilities in pumped storage hydropower.

Our expertise is led by civil construction, supported by hydro-mechanical engineering and a separate automation division. The areas below describe our construction portfolio, specialist services and expansion into pumped storage hydropower.

Dam, barrage & hydraulic structures

Energy Dissipating Arrangements (EDA): stilling basin reconstruction under DRIP Phase II at Maneri, Uttarkashi, using controlled hydraulic breaker excavation without blasting.

Dam & tunnel civil works: dam complex structures, headrace tunnels, diversion-cum-desilting tunnels (Baira Siul); dam toe, cutoff wall & tunnel spillway repairs (Dhauliganga).

Barrage & spillway rehabilitation: wing wall reconstruction and gate renovation at Joshiyara and Maneri; stilling basin repair at Tanakpur; diver-assisted temporary sealing of stoplog and radial gate grooves in operating spillways.

Slope stabilisation, anchoring & river protection

Slope stabilisation & river protection: geologist-directed shotcrete, mesh, geotextile drainage, graded filters, gabion revetment and safety fencing; works include Maneri Bhali Stage II, Teesta V and Rangit IV.

Rock anchoring & grouting: anchor bars drilled and grouted into rock, with consolidation and PU grouting to control seepage.

Buildings, roads & substation civil works

Powerhouse structures: cast-in-situ RCC-framed, multi-storey control buildings, including columns, beams and slabs from foundation to roof.

Substation civil works: 132/33 kV substations at Batta and Padla (IL&FS/HVPNL). Awarded building project: Government of India administrative building and staff quarters at Bambolim, North Goa.

Road infrastructure: PWD motor roads and UJVN colony roads.

Hydro-mechanical equipment

Gates: supply and erection of stoplog, radial, fixed-cone (FC) and vertical gates, including hoist mechanisms.

Water conveyance: steel liners and penstocks, including the spillway liners laid and encased at NHPC Teesta-V.

Structural fabrication & erection: in-house workshop fabrication of gate and protection steelwork.

Dam safety instrumentation & hydropower automation

Flow meters: seepage/leakage measurement.

Piezometers: measure water pressure (pore water pressure) within the dam body and foundation to detect internal seepage or piping risks.

Inclinometers & extensometers: monitor lateral and vertical structural movement, slope stability and internal displacement within the embankment or concrete blocks.

Tiltmeters: measure precise changes in the vertical alignment of concrete dams or retaining walls.

Seismographs & accelerometers: detect ground motion and evaluate how the dam structure responds to seismic activity or nearby blasting.

Vibrating-wire strain gauges, earth pressure cells and joint meters: stress, strain and joint movement monitoring.

Radar/AWLR early warning (Teesta-V); discharge monitoring (Dulhasti); cellular/LoRa/satellite telemetry with Trigger Action Response Plans.

Central command & SCADA on Siemens S7-1200/S7-1500 via TIA Portal.

Turbine governor and AVR panels; generating unit and substation protection systems.

DC distribution, battery banks & chargers, earth fault detection; water pump control.

Real-time data acquisition with VSAT, GSM, GPRS and power line carrier telemetry.

Industrial systems & solar energy (EPC)

DCS, SCADA, PLC and process instrumentation; building management systems and HVAC controls.

Video surveillance, intrusion alarms, access control, fire alarms, public address systems and gas detection.

Industrial and wireless communications, power management, RFID and barcode-based asset management.

On-grid solar PV on an EPC basis: from site surveys, capacity assessments, costing and technology selection to installation, testing, commissioning and O&M.

Solar PV installations delivered at Loktak Power Station, Manipur (NHPC), and HHPL Camp 3, Bhadrabad, Roorkee.

Pumped storage hydropower

Area of expansion: We are developing our capabilities in pumped storage hydropower, drawing on our experience in dams, hydraulic structures, tunnels and associated civil works.

Our focus is on the civil construction requirements of future pumped storage projects. This is a growth initiative, distinct from our completed project portfolio.

03 / How we deliver

Technical Team

The head office has dedicated Project Manager, Planning & Billing Engineer, Senior Accounts Officer and Senior Manager roles within a formal grade-based structure, with written role and responsibility charters for each position. Each active site is staffed with civil and mechanical, electrical and electromechanical engineers. Automation contracts also have SCADA/PLC engineers responsible for commissioning and handing over control systems.

Contract administration across active project sites is led by the DGM (Contracts), who liaises with client engineers-in-charge on billing, variations and change orders.

04 / How we deliver

Project Management

Civil project management brings together construction planning, site-progress monitoring, resource coordination, measurement, billing and quantity reconciliation against the bill of quantities. Separate automation assignments are tracked against their contractual scope, milestones and commissioning requirements.

Billing and change order management are handled using employer-specified formats: NHPC, JPCL and UJVN change orders are processed and reconciled at head office as they are issued, keeping each contract's variation records up to date throughout project delivery and contract completion.

Construction Capability

Our civil and hydro-mechanical teams undertake construction and rehabilitation at operating dams and barrages, including spillways, gate galleries and riverbed foundations, as well as on new project sites.

Work sequencing and site access are planned around the operating conditions and safety requirements of each project.

06 / How we deliver

Procurement

Procurement is organised around the requirements of each contract. Civil works draw on qualified suppliers of structural MS plate, reinforcement, geosynthetics (geotextile, gabion mesh) and ready-mix/high-performance concrete, with material test certificates verified against employer specifications before use. For automation works, direct OEM engagement covers PLC, RTU and HMI hardware (principally the Siemens LOGO!, S7-1200 and S7-1500 families) and IS 7098 / IEC 60502-compliant cabling. Material selection, supplier documentation and engineering review are coordinated for each scope.

07 / Our standards

Quality Assurance & Quality Control

Work is executed to employer-issued Quality Assurance Programmes and the applicable IS/BIS codes for each discipline: concrete mix design and grade control, structural steel tolerances, and cable/panel testing for automation works. Where a specification sets hold points, each is checked and recorded before the next stage of work proceeds.

Client-issued completion certificates are held for projects including Baira Siul PS, Parbati HE Project Stage-II, Joshiyara Barrage and Rangit-IV HEP. These records document the completed scope, contract values and delivery dates.

08 / Our standards

Health, Safety & Environment

Safety practice includes site safety induction and PPE compliance for all personnel, controlled access, subject to the required permits, to gate-installation areas and operating spillways, and Contractors’ All Risks insurance cover taken jointly with the employer on major hydro-mechanical contracts (including NHPC Chamera-III). Environmental management follows the employer's project-specific requirements at each hydro and irrigation site.
